Before civil design, site planning is typically the first phase of design. Site plans for most projects include layout plans to ensure optimal use of land while meeting local zoning ordinance requirements. 

Preparation of a sufficient site plan early in the design process is important to ensuring the development of civil design drawings. Site planning typically involves one or more of the following:
